With the update to FATES with NGEET/fates#1140 coming in with sci.1.81.0_api.37.1.0 and ctsm5.3.025 we should include a test that modifies the new parameter fates_landuse_grazing_rate to a non-zero value to exercise the grazing code more thorougly.
