Library to abstract OpenTelemetry trace data access

Develop alpha version of (Python) library abstracting OpenTelemetry trace data access with implementations for OpenSearch with ss4o schema.

• A new python library called opentelemetry-betterproto, analogous to opentelemetry-proto but using the python-betterproto package

• Based on the above a library for processing and converting between different OpenTelemetry representations (currently OTLP JSON, OTLP protobuf, and the format returned from OpenSearch when using the SS4O schema) has been created.

Various clean-ups and improvements. Added a CLI entry-point for easily converting between the formats from the command line (useful for creating test-cases and for debugging). First mock implementation of the access API is about to be merged.
