Context

In order to support common deployment use cases, we need to have support for "secrets management" that is equivalent to the Datadog Agent.

This doesn't supercede anything in #164, but since it's likely going to be a while before we can do anything meaningful on #164, adding support here is crucial to unblocking ADP deployments to staging.
