[Feature request]: Custom FPS / custom refresh rate

Is your feature request related to a problem? Please describe.

Request is pretty much simple. My samsung phone can limit app to 48hz to save battery, and for that I'd like to have option in Artemis to set custom fps and set the Virtual Display's refresh rate to 48hz. That would keep my stream stutter-free. Some android devices also have refresh rate such as 96hz or 144hz.
