Implement scheduler/dispatcher for the platform.

Specification can be found in Software/Inc/scheduler.h and Software/Inc/scheduler_private.h

This includes:

implementing the unit test for the function that can be unit tested
moving the existing code so that it follows the new platform specification

patchworquill assigned patchworquill and tnursultan and unassigned patchworquill

patchworquill added the Platform label
