Permissions system

CMS users are currently associated with a Creator, and through that a Job. Each Job should have a permissions set, i.e. a Staff Writer can create new articles and editor their own but nothing else, a News Editor has carte blanche on the News section, and a Editor-in-Chief has sudo.

• Talk with leadership about permissions sets for every position
• Implement permissions sets
• Apply them to all current users
• Come up with some way to kick alumni out (except me!)
• Extensively test
• Extensively document
