Microsoft.Insights/alertrules disappeared from the schemas #3339

This will block me from releasing an updated version of the ARM Tools in VS Code extension.

The current schemas no longer accept resources of type Microsoft.Insights/alertrules:

This seems to have occurred in this commit, in the file schemas/2016-03-01/Microsoft.Insights.json: 8450c86f92e3657db2d80523d78e00bc55864260
