Currently events are serialized and not packed. They need to be packed because they are submitted on L1 and hence optimizing DA cost is important.

Currently blocked by #11569 as this does not make sense to handle before it because we don't want to deal with unpacking in TS.

Did some work on this in #11544 but then gave up
