KSPTOT is unable to find 23.2 MATLAB Runtime despite it being installed

When trying to open KSPTOT, I get a warning message that the 23.2 MATLAB runtime could not be found.

However, the 23.2 MATLAB runtime is present on this computer, with the following path:
D:\KSP Backups\KSP Trajectory Optimization Tool\MATLAB\R2023b\runtime\win64\mclmcrrt23_2.dll

KSPTOT is located at this path:
D:\KSP Backups\KSP Trajectory Optimization Tool\KSPTOT\KSPTrajectoryOptimizationTool.exe

Is the matlab runtime in the wrong location or something? It's in the right drive, so it should have no problem finding the dll, right?
